Selection Critreia at World Bank:
• Master’s degree (or equivalent) in communications, political science, international relations, public relations/affairs, marketing, journalism or any other related field, plus a minimum of five years of relevant work experience OR equivalent combination of education and experience.
• Good understanding of communications approaches, tools and methodologies related to planning, executing, and monitoring external communications strategies – e.g., campaign management, social marketing, opinion research, outreach tactics, message targeting, etc
• Ability to implement sometimes difficult communications plans, ensuring goals are effectively met within established deadlines
• Strong organizational, research and analytical skills
• Excellent writing and oral communication skills in English and Dari/Pashto. Spoken and written fluency required in English and Dari/Pashto. Shortlisted candidates will be asked to take an English, Pashto/Dari languages writing test
• Ability to work in a multi-disciplinary team and to work effectively with individuals at various levels including journalists, government officials, NGOs and other diplomatic missions
• Ability to work effectively under stress; ability to prioritize and juggle multiple, ambiguous tasks within tight deadlines
• Proven analytical, conceptual and problem solving skills; ability to propose innovative solutions
• Good knowledge of social, political and development issues in the country
• Excellent computer skills; ability to use standard Bank technology packages, e.g., Word, Outlook, PowerPoint, Internet, Excel, etc.
Duties at world bank:
• The incumbent will help to develop, execute, and monitor the impact of routine- to medium-profile communications strategies and campaigns.
• Design, write, produce and disseminate often complex communications products (e.g., project result stories, media packets, news releases, brochures, Q&As, PowerPoint presentations, web features, briefing notes, etc.) that are strategic and consistently on-message about the Bank, its policies and operations.
• Make proper utilization of digital communication platforms including social media and new media channels through producing multimedia pieces, blogs and web stories, social media posts to promote results of Bank operations and support public discussion on the development agenda.
• Help to maintain and update the Country Office external web site.
• Help to promote and manage the social media channels of the World Bank, Kabul Office.
• Liaises and maintains relationships with certain key internal and/or external (e.g., the media, civil society, academia, businesses, local government agencies, national assembly etc.) constituencies to identify opportunities for possible strategic partnerships and to strengthen the Bank's overall effectiveness and image.
• Responds to routine and non-routine inquiries about the Bank from all constituencies to enhance two-way communications and dialogue with key audiences, presenting complex information on sometimes difficult issues. This may include giving oral presentations to small- to medium-sized target groups within and/or outside the Bank that have a general interest in Bank activities.
• Support the Senior External Affairs Officer to oversee planning and coordinate scheduling, logistics and briefings for sometimes large communications activities and events (e.g. VIP visits, press conferences, seminars, media visit, etc.)
• Develop and implement a dissemination outreach strategy within the country, including materials and activities to publicize the World Bank’s open data initiatives, and others.
